Bilateral Agreements: Scholarships of the Ministry of Education, Youth and Sports for Academic Staff from Bulgaria

The Ministry of Education, Youth and Sports of the Czech Republic (MEYS) offers scholarships to academic staff of Bulgarian public universities who wish to undertake study, research or lecture stays at  one of the Czech public institutions of higher education. The scholarships are intended mainly to support the building and development of relationships between academic departments, to share professional knowledge and information, to gain experience in teaching abroad, as well as to carry out individual research activities.  In all cases, the scholarship must be guaranteed by a Czech public university.

HOW TO APPLY:

  1. Choose a Czech public institution of higher education, or its specific faculty, where you would like to carry out your study, research or lecture stay.

    • Contact the relevant department/institute or other part of the university (e. g. International Relations Office) and request an Invitation Letter, by which the host institution agrees to implement your study/research/lecture project. This document is a mandatory attachment to the application.
    • Be sure to inform the host university that you intend to apply for your study, research or lecture stay within the framework of the MEYS’ scholarship.
  2. Fill out the scholarship application form according to the instructions of the Ministry of Education and Science of Bulgaria.

    • Only applicants who have participated in the selection procedure organised by the Ministry of Education and Science of Bulgaria and have received instructions from the said institution to apply through this online registration system can apply for the scholarship.
    • The application must be completed in Czech or English.
    • The application is complete only if it contains all the required attachements (in Czech or English or with a translation into these languages). Check the requirements for each document well in advance - some documents require a third party signature.
  3. Submit your application by the deadline set by the call (to be specified in agreement with the Ministry of Education and Science of Bulgaria).

  4. Keep track of the status of your application. You will be notified by e-mail of any status changes. Always check to see if you are required to provide additional information, etc.


HOW THE APPLICATION IS EVALUATED:

  1. The completed application will be assessed by the MEYS, which may return it to the applicant for completion of any  missing information. Ineligible (without a prior nomination from the Ministry of Education and Science of Bulgaria) or incomplete applications (without complete documentation)  will be rejected.
  2. The MEYS may, in justified cases, propose a change of the scholarship period or of the receiving university (e.g. if admission to the study programme preferred by the applicant is not possible).
  3. The applications is then reviewed by the appropriate university.
  4. The evaluation process result is:
    • The scholarship award decision, which is issued by the MEYS. The decision determines the amount of the scholarship, confirms the host university and sets out the rights and obligations of the scholarship holder or
    • Rejection of the application. There is no right of appeal against the rejection of an application.

The amount of the scholarship varies according to the level of education achieved by the applicant:

  • 12 000 CZK per month for students who do not hold a Master's degree or equivalent
  • 13 000 CZK per month for holders of a Master's degree or equivalent, unless they enroll in another Bachelor's or Master's degree programme in the Czech Republic.

The scholarship is intended to cover the costs of the stay in the Czech Republic, which the scholarship-holders pay themselves. Scholarship-holders may apply for lodging at student dormitories and can take meals at student catering facilities. Scholarship-holders are exempted from tuition fees.

PAYMENT OF SCHOLARSHIP: The scholarship will be paid by the host university upon arrival and registration of the scholarship-holder at the faculty. The timing and method of payment varies from faculty to faculty – so please contact the host university/faculty directly if you have any questions.


MEDICAL CARE: Medical care for EU/EEA citizens who are properly insured in their home countries is provided in compliance with the European Parliament and Council (EC) Regulation No. 883/2004, as last amended, and its implementing Regulation No. 987/2009, as amended by Regulation No. 465/2012 - detailed information is available on the website of the Health Insurance BureauPlease note that the expenses for repatriation are not covered by the provisions of the aforementioned EU Regulations, and it is therefore advisable to obtain an insurance policy to this end.
